In the fall of 2008, Gilroy voters passed Gilroy Unified School District’s $150 million bond, known as Measure P, to fund district facilities improvement projects, including $5 million facility improvements at Rod Kelley Elementary School. Measure P did not raise taxes. Instead, it replaced Measure J, which ended in 2011, reducing the tax rate from $70.50 per $100,000 assessed value to $60 per $100,000 assessed value.

Rod Kelley's facilities upgrades will take place in three phases. The first phase, totaling $650,000, was mostly a technology upgrade completed the summer of 2011. The second phase, the new library, was completed spring 2013. Currently under construction is the new kitchen and muli-tpurpose room upgrades.
